This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Per FAR 12.603(c)(2)(iii), the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-05. Solicitation number 75H1222R00051 is being issued as a Request for Proposal (RFP) for an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a period of performance of October 1, 2022 to September 30, 2023 (base year), and four one-year option periods directly thereafter. The associated North American Industrial Classification System (NAICS) code for this procurement is 621999, with a small business size standard of $18 million. Indian Health Service's Phoenix Area Office (PAO) intends to award a firm-fixed-price contract (using best value source selection/evaluation procedures) to between five and eight Contractors for culturally-sensitive, integrated behavioral health, alcohol, and substance use inpatient services. The preferred place of performance is within Arizona, Nevada, Utah, or California, however proposals for treatment facilities in Washington, Oregon, Idaho, Colorado, or New Mexico will also be considered. Contracts will only be awarded to state-licensed residential treatment facilities. The target population consists of federally-recognized American Indian/Alaskan Native tribal members (all genders, 18 years of age or older) referred from participating tribes, Urban Indian Organizations (UIOs) or IHS behavioral health/substance abuse programs. Contractors with American Indian/Alaskan Native cultural and traditional service offerings are preferred, and will be ranked higher during evaluation. All referrals will require alcohol and/or substance use inpatient treatment, however, some referrals will additionally require concurrent treatment for co-occurring disorders (dual diagnosis). (Please note that offering dual diagnosis treatment is not a requirement to propose to this solicitation. IHS anticipates making awards to Contractors that offer dual diagnosis treatment, as well as those that do not.) Additionally, some referrals will be made for patients that will be accompanied by their child/children up to six years in age (no more than two children per patient); those patients will require placement in a facility that provides schooling and/or daycare for the children while the parent is participating in the treatment program. (Please note that accepting accompanying children is not a requirement to propose to this solicitation. IHS anticipates making awards to Contractors that accept accompanying children, as well as to those that do not.) The answers have been posted here so that all potential offerors may have access to them. ** Please note that questions have been edited for space and to eliminate any identifying information. Question: May I get a little clarity on the non-physician services and supervisory requirements? (Referring to the following quote from the Statement of Work, “All behavioral health services shall be provided under the direction of a licensed behavioral health professional or a psychiatrist.”, and “All behavioral health technicians and behavioral health paraprofessionals shall receive clinical oversight supervision or direct supervision from a behavioral health professional.”. Answer: We are looking for programs that have a licensed independent behavioral health clinician providing oversight and signature authority for all actions performed by any subset behavioral health staff as a standard of care. Question: This opportunity is being published for residential only. However, there are segments of the statement of work that discuss access to community services and other events outside the residential place of service. May I get some clarity on that? Answer: The reference to referrals to community services would depend on what is available and what is needed. It could be something like AA or NA meetings, or perhaps church – however, it is not limited to those of course. As for referrals to community services that deal with medical or health needs, those would need to be linked to externally (if they are not offered internally), and that would require preparation and review of insurance. Question: In Attachment 1 on page 1, it says “The target population consists of…tribal members referred from participating tribes…” Are the “participating tribes” comprised of all the Arizona tribes? If not, could you please let us know which tribes are participating? Answer: There is an internal list of tribes that is not publically available. The list will be made available to offerors who have been selected for award, once their award has been made. Question: If we have a current contract with IHS, may we use that as a reference in our renewal application? Answer: Yes, please feel free to list IHS contracts on the prior experience contracts list. Question: In the scope of work, it states, "the Contractor shall provide routine and emergency medical/dental care in coordination with the referring program". If we currently offers routine medical services through an integrated clinic, can a proposal include costs for services rendered while a client is admitted to residential treatment? Answer: Costs for any of those routine and emergency medical/dental services will have to be covered by the patient’s insurance, or through IHS Patient Referred Care, or via IHS Direct service care. We do not have funding to pay for those additional services through this contract. Medical/dental needs will need to be reviewed upon intake to determine whether the patient can be accepted for residential treatment. (This has not been an issue or problem for current and past contractors. Sometimes patients have been required to return home to treat issues that have arisen, but it has not happened very often.) Question: We are a current contractor for alcohol/drug residential and co-occurring residential services. We have always had our own hiring procedure; fingerprints and background from our state and from the FBI. In the paperwork this indicates that there is a specific requirement for federal contractors and employees to have their background ran through a federal database. I assume since none of our previous applications required this and we are not a federal contractor or employee, this would not apply to us. Answer: IHS’ main interest is to ensure that background checks are done. That is the main/only concern, and this is the reason that language was inserted. For contractors who currently have a robust background check and fingerprint hiring requirement, their process should be sufficient. Again, the only concern is to ensure that an adequate background check is completed in order to ensure the safety of patients. There is some flexibility as to how this is accomplished.
