The Centers for Medicare and Medicaid Services (CMS), in conjunction with the Department of Health and Human Services (HHS) and its Operating Divisions (OPDIVS), sponsors the CMS Alliance to Modernize Healthcare Federally Funded Research and Development Center (hereinafter referred to as “Health FFRDC”). As the Primary Sponsor, CMS administers the Health FFRDC on behalf of CMS, and HHS and its OPDIVS. The period of performance will be September 25, 2023 –September 24, 2028. This procurement will be re-awarded to the current FFRDC Operator. The current contract is an single award Indefinite Delivery Indefinite Quantity (IDIQ). A comprehensive review completed in May 2022 concluded that CMS continues to need a dedicated, objective source of expert strategic assistance via research and development to CMS/HHS officials to continue to meet their mission goals of improving America’s healthcare system. Additionally, the need is expected to grow as CMS as well as OpDiv use increases. While special circumstances existed with the COVID-19 health emergency, there was an upward trend in usage of the contact vehicle overall. The Health FFRDC Operators continued growth of technical knowledge and program improvements along with increased stakeholder usage has shown that needs still exist. HHS' operating divisions are responsible for enhancing the health and well-being of all Americans, by providing for effective health and human services and by fostering sound, sustained advances in the sciences underlying medicine, public health and social services. Through the Health FFRDC contract vehicle, Alongside with HHS operating divisions the Health FFRDC performs research and analysis on various topics in the health domain and provides an enterprise approach to supporting achievement of the core missions of HHS, its various operating and staff divisions, and federal agencies outside of HHS (non-sponsoring agencies) that have healthcare missions. The Health FFRDC also supports the execution of the HHS overall strategic plan, policies and initiatives. To ensure that this research and development continues, the acquisition team seeks to award this contract so there is no lapse in work that supports high-profile, time sensitive needs (e.g. pandemic responses and preparations, bio-medical studies, etc.)
