The incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-05. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AND A SEPARATE SOLICITATION WILL NOT BE ISSUED. The solicitation number for this acquisition is 75F40124Q00265 for FDA Project CDER-2024-121914. This combined solicitation is being issued as a Request for Quotation (RFQ). The NAICS for this solicitation is 334516 – Analytical Laboratory Instrument Manufacturing. The small business size standard is 1,000 employees. This requirement is being solicited as a total small-business set-aside; only quotations submitted from small businesses will be considered for award. Prospective quoters are responsible for downloading the solicitation and any amendments from SAM.gov. The Government reserves the right to award the resultant firm fixed price purchase order without discussions if the Contracting Officer determines that the initial offer provides the Best Value to the Government and discussions are not necessary. The U. S. Food and Drug Administration (FDA) has a need to procure a one (1) Cryogenic Scanning Electron-Raman Microscope System which consist of a field emission scanning electron microscope with a cryotransfer system and includes a cryo-stage, sample loading system, sample preparation system, an ion-beam-milling system, SEM-Raman interface, and ability to retrofit an existing EDS system on behalf of the Center for Drug Evaluation and Research, Office of Pharmaceutical Quality (CDER/OPQ/OTR).
