The Food and Drug Administration (FDA) requires State Agencies to assist in inspecting retail establishments that sell cigarettes and/or smokeless tobacco products and in surveillance of other entities that fall under the scope of the Tobacco Control Act and the provisions that will be cited in the forthcoming request for proposal (RFP). All interested parties must be an agency or subdivision of a state, territory, local, or tribal government that has the power to create, enforce, or administer rules or policies that govern the conduct of individuals or other private entities such as small businesses.
