The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Illumina, Inc. for test kits. The products being purchased are for Illumina testing equipment, MiSeq, MiniSeq, and NextSeqinstruments. Illumina is the only seller of the DNA prep library and sequencing kits for these instruments and does not have any additional authorized re-sellers in the United States. The only kits that are compatible with the instruments are those made by the manufacturer of the instruments and therefore the CDC must purchase the parts from Illumina, Inc. No other products were considered as no other products are compatible with these machines. Re-sellers were researched,but there are none in the United States; the closest re-seller is in Mexico. The continuity of sequencing influenza with the Illumina DNA prep library and sequencing kits on the Illumina sequencing platforms is critical for analyzing, comparing, and compiling influenza data with united states public health laboratories and the World Health Organization (WHO) Collaborating Centers in the World Health Organization Global Influenza Surveillance and Response Network (GISRS) who use the same kits, sequencing platforms and protocols. All data reports from WHO Collaborating Centers in the GISRS are analyzed at the biannual influenza vaccine meetings in Geneva, Switzerland, and are critical for selecting the influenza viruses used in the Northern and Southern Hemisphere annual influenza vaccines. This contract action is for supplies for which theGovernment intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
