The Centers for Disease Control and Prevention intends to award a sole source contract to Health Level Seven International, Inc. for Health Level Seven benefactor membership. Health Level Seven (HL7) is a standards developing organization dedicated to providing a comprehensive framework and related standards for the exchange, integration, sharing and retrieval of electronic health information that supports clinical practice and the management, delivery and evaluation of health services. Membership allows CDC to leverage the expertise of HL7 and industry partners to develop implementation guides more efficiently and effectively to meet the needs of our partners in data exchange activities. HL7 is uniquely positioned to engage critical industry partners to include the vendor community in developing public health information systems. HL7 can help manage implementation costs and speed time to market, learn best practices from industry, and influence the technical and policy environment of the future by voting on standards. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). Health Level Seven International, Inc. is the only source capable of fulfilling this requirement. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations / responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
