The Centers for Disease Control and Prevention (CDC), National Center for Emerging and Zoonotic Infectious Diseases (NCEZID) intends to award a sole source contract to the National Committee for Quality Assurance (NCQA), 1100 13th Street NW, Third Floor, Washington, DC 20005 for the Re-specification of the Antibiotic Utilization Healthcare Effectiveness Data and Information Set (HEDIS). The purpose of this acquisition is to revise the current antibiotic utilization measure in the Healthcare Effectiveness Data and Information Set (HEDIS) by focusing on acute respiratory infections (not all diagnoses) and re-specifying the measure as an episode-based measure rather than a per-member measure. Re-specifying the Antibiotic Utilization measure in this way will be a benefit to public health research and antibiotic stewardship interventions as it will provide an opportunity to determine if true improvements are being made or if providers are simply coding differently in an effort to justify their use of antibiotics. An episode-based measure of the antibiotic prescribing for acute respiratory infections will allow health plans, health systems, and clinics to benchmark their performance against others as part of quality improvement initiatives. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) in accordance with the Federal Acquisition Regulation (FAR) Subpart 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. The North American Industry Classification System (NAICS) is 541990, titled All Other Professional, Scientific, and Technical Services. This is a notice of intent and not a request for competitive proposals. No solicitation will be posted on the Federal Business Opportunity website. We will issue only one solicitation to National Center for Quality Assurance in Washington, DC. However, all interested parties who believe they can provide the service listed above may submit their capability/qualifications and other supporting information in response to Germaine Mullins at gmullins@cdc.gov on or before Thursday, January 30, 2020 at 10am Eastern.
