The Centers for Disease Control and Prevention (CDC), National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP) intends to award a sole source firm-fixed price purchase order contract to the Henry M. Jackson Foundation for the Advancement of Military Medicine Incorporated. The address is 6720-A Rockledge Drive, Suite 100, Bethesda, Maryland 20817-1891. This period of performance for this contract will be for 12 months. The statutory authority for this sole source acquisition is 10 U.S.C. 2304 (c)(1) in accordance with FAR Part 13.106-1(b)(1) only one responsible source reasonably available and no other supplies or services will satisfy the agency requirement. The NAICS Code for this procurement is 541990 (All Other Professional, Scientific and Technical Services). The size standard is $16.5 Million Dollars. The Government intends to purchase support services for Chronic Kidney Disease (CKD) Epidemiology in the Military Health System. This requirement is in support of the NCCDPHP’s Division of Diabetes Translation (DDT). The purpose of this purchase order is to obtain contractor assistance to establish and support an analytical database that will assess the epidemiology, economic impact, and effectiveness of care of CKD in the MHS and contribute to the understanding of the impact of CKD in the United States. This project will provide ongoing access to and evaluation of important public health surveillance data from the DoD electronic health records system, critical to the U.S. CKD policy efforts. It also allows for comparison of DoD CKD metrics to Healthy People 2020 CKD indicators and goals and for delineation of specific objectives which will require advanced surveillance capabilities to track progress. This will be the only mechanism providing systemic analysis of this extremely valuable aggregated data. The project will enable (1) the clinical leadership of the MHS to understand natural history trends and outcome factors in the incidence and prevalence of kidney injury and disease in the DoD beneficiary population, and (2) the scientific staff of the Centers for Disease Control and Prevention (CDC) to strengthen their CKD surveillance, epidemiology, economic, and health outcomes and policy initiatives. This requirement is necessary for the NCCDPHP/DDT to accomplish the CDC’s mission. Only the Henry M. Jackson Foundation for the Advancement of Military Medicine Incorporated is capable of meeting the CDC’s needs for this requirement. No solicitation will be posted to FedBizOpps. We will only issue a solicitation to the Henry M. Jackson Foundation for the Advancement of Military Medicine Incorporated is the only source available to provide this services that will meet NCCDPHP/DDT’s mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on response to this notice is solely within the discretion of the Contracting Officer.
