The Centers for Disease Control and Prevention (CDC), National Center for HV/AIDS, Viral Hepatitis, STB, and TB Prevention (NCHHSTP), intends to award a sole source contract to Hologic MA LLC, 250 Campus DR., Marlborough, MA for the purchase of a preventative maintenance service agreement. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The period of performance for this procurement is 60 months. This platform is approved by the FDA for patient monitoring of HIV-1 viral loads. Therefore Hologic is the only vendor that can provide the service. No other vendor has access and can provide support. Not having qualified and certified service will damage the instruments, cause safety hazards, and delay our research progress. We cannot afford to have this insturument damaged and not able to perform validated assays in a timely manner to support ongoing testing and research. Other service companies are considered third parties and “middle man” to go between the government and Hologic. Other vendors do not have Hologic certified trained technical expertise, knowledge, and/or skills, parts etc to work on our Hologic equipment. There are no other vendors who can provide technical expertise, repair services, genuine parts and software technology for Hologic manufactured instruments. This is for maintenance and repair service agreement request that can only be provided by Hologic technical support and engineers. Hologic is the only vendor that provides the insturment in the USA and only Hologic vendor can provide genuine parts and services to ensure proper operation and calibration. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to Hologic MA LLC. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Leslie Jones via email ONLY at jxy6@cdc.gov with the solicitation number 75D301-20-Q-71201 referenced in the subject line NO LATER THAN November 30, 2019. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
