The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order for ASCENT A2 BIOSAMPLE PUNCH INSTRUMENT MODEL 6004B to BSD Robotics. This dried blood spot (DBS) punch instrument from BSD has been validated with the CDC’s program-specific assays and procedures for ARV testing and consistently deliver the reliable, quality results that are required to maintain the laboratory accreditations. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1) “only one source is reasonably available”. This acquisition cannot be substituted because the specific DBS punch instrument have been through a rigorous validation process to ensure they deliver accurate, consistent, and reliable results when used with the CDC’s lab assays. Due to the requirements of the laboratory accreditation boards, using a different brand/product would necessitate a lengthy validation process to approve use. The NAICS code for this acquisition is 334516. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
