The Centers for Disease Control and Prevention (CDC), Center for Surveillance, Epidemiology and Laboratory Services, Division of Health Informatics and Surveillance needs to revise Option 1 - Year 2 requirements to add submission of Flu (influenza) tests, in addition to COVID-19, including all available results from panels and related lab tests that include other respiratory disease to existing contract No. 75D30120C07654 with QUEST Diagnostics Clinical Laboratories, Inc. of Collegeville, PA. Pursuant to, FAR 13.106(1) (b), Soliciting from a single source, (1) for purchases not exceeding the simplified acquisition threshold, (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). To the best of our knowledge, QUEST is the leading provider in laboratory test order on test result data at the patient encounter level and has exclusive licensing agreements/Proprietary data for this product. The ongoing contract with Quest allows for the seamless transition of need to meet the needs of the government. Therefore, it has been determined that QUEST Diagnostics is the only source providing that will satisfy this requirement.
