The Centers for Disease Control and Prevention (CDC), Center for Surveillance, Epidemiology and Laboratory Services, Division of Health Informatics and Surveillance needs to modify existing contract #75D30119C05394 with IQVIA GOVERNMENT SOLUTIONS INC of Falls Church, VA. Under this contract IQVIA provides CDC access to IQVIA pharmacy data modules and associated online tools (e.g., SMART); the need for data use keeps changing, especially under the current pandemic that is affecting the world, and so does CDC requirements need to change. Thus, CDC requires various changes to existing deliverables with additional measures above and beyond the current statement of work. New deliverables include assess IQVIA’s sample of pharmacies and physicians, in addition to providing existing deliverables in an alternative format and structure, including measures in the weekly reports to be projected to below-State level. In addition, four additional SMART data license will be added to Option Years 2 and 3. Under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, it has been determined that IQVIA is the only source providing flexible and unlimited innovation solutions for direct access and use of complex data on a Software as a Solution platform, and not limited only to project specific data extracts or reports. Therefore, award of a modification on the bases of Firm-Fixed Price contemplated in accordance with FAR Part 12, in conjunction with FAR Part 13 and with applicable Sub-Parts.
