FY27 HIOSH Hazardous Waste
NIOSH seeks hazardous and toxic waste disposal services for its basic science research facilities in Cincinnati, OH; Morgantown, WV; Pittsburgh, PA; and Spokane, WA, which are Small Quantity Generators with roughly 10,000 chemicals and average monthly hazardous waste quantities ranging from about 50 lbs at Spokane to 500 lbs at Morgantown. The contractor must provide quarterly pickups—four times per year—plus transportation, packing/overpacking, labeling, analysis, fate determination, manifests, documentation, audit trails, and final treatment/disposal in compliance with RCRA, TSCA, OSHA, DOT, and other applicable requirements. For each pickup, NIOSH will provide an itemized document, and the contractor must return it within 60 days linking each NIOSH item number to the Hazardous Waste Manifest line and applicable RCRA waste codes. The contractor is responsible for spills/leaks during transit and cleanup at no cost to NIOSH, must report spills immediately and provide a written follow-up within 24 hours, and may perform on-site work only during NIOSH normal hours of 8:00 a.m. to 4:30 p.m. All waste must go to appropriately permitted facilities, with documentation proving final treatment or disposal attached to the certificate of disposal and submitted with or before invoices for a specific pickup.
