This BAA is open and in effect for 35 days from the date of issuance (February 9, 2024 - March 15, 2024). THIS IS AN IMMEDIATE CALL FOR WHITE PAPERS. Prior to submission of a white paper, offerors are strongly encouraged to contact the CDC BAA Technical Point of Contact for the research topic/subtopic of interest. (a) White papers must be received electronically by 3:00 PM EST on March 15, 2024 in order to be considered for further evaluation. Interested vendors are responsible for submitting white papers to the electronic Contract Proposal Submission (eCPS) website at https://ecps.nih.gov/ and received by the date and time specified in the announcement. Offerors must use this electronic transmission method. No other method of white paper submission is permitted. The end date/time for white paper submission is corrected on page 25 to 3:00 PM Eastern on 03/15/2024. The anticipated start date for awards is prior to 09/30/2024, as updated on pages 27 and 28. Amendment 2 - 03/14/2024: No solicitation documents are revised/updated. Offerors are reminded that “[t]he white paper can be no more than 4 pages in length, all inclusive. The Centers for Disease Control and Prevention's (CDC) intends to issue the Fiscal Year 2024 Broad Agency Announcement (BAA) for Applied Research to Address Emerging Public Health Priorities under Request for Proposal number 75D301-24-R-72894. This BAA is an expression of interest only and does not commit the Government to make an award or pay white paper or proposal preparation costs generated in response to this announcement. The BAA will invite interested offerors to contribute innovative ideas in specific areas of interest. The specific areas of interest will be detailed in the BAA, a list is provided in Attachment 1 of this notice. This is not a request for white papers or proposals. No response to this notice is requested or required. The Broad Agency Announcement solicitation will be posted on beta.SAM.gov on or before January 31, 2024. Interested parties must respond to the announcement in order to be considered for award of any resultant contract action. The Government will not maintain a bidder's list for this procurement.
