The Centers for Disease Control and Prevention (CDC), through the National Center for Environmental Health (NCEH) / Agency for Toxic Substances and Disease Registry (ATSDR), Division of Laboratory Sciences (DLS) intends to award a sole source, firm fixed-price purchase order for ESI laboratory consumerables and equipment to Elemental Scientific, Inc. The original equipment manufacturer (OEM) part numbers provided for this procurement are exact fits (e.g., size and material composition) for the analytical instrumentation already in use within NCEH/ATSDR’s laboratory, and thus, are required for continued compatibility. These instruments have been in place for several years, and prior to deeming them suitable for use, a substantial amount of testing was performed to determine that the components (consumables) used with the instruments worked with CDC’s analytical instrumentation. Alternative parts have not been tested in our laboratory and may not be able to meet the required specifications and ensure the proper functioning of our instruments. Procuring consumables that meet the required specifications for working with the Elemental Scientific, Inc. (ESI) autosampler and prepFAST units ensures continuous operation of all instruments. Since NCEH/ATSDR’s laboratory is involved with both biomonitoring and emergency response, it is essential that the instruments operate continuously to be able to provide critical patient and public health data. Therefore, this contract action is for supplies, which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1). This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fourteen (14) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
