The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health (NCEH), Division of Laboratory Science (DLS), Clinical Chemistry Branch (CCB) intends to award a sole source firm fixed price purchase order to Vector Laboratories Inc for the purchase of Ricin and Ricin A Chain Standards. CCB has developed several assays to detect ricin rapidly in environmental samples. The methods rely upon the use of ricin and ricin A chain (a shortened version of ricin) to be used as positive control materials in the assays. We require 500 mg of ricin and 75 mg of ricin A chain on an annual basis. The ricin must be enzymatically active and have a binding activity of equal to or greater than 85% and must demonstrate purity by SDS-PAGE of 85%. The ricin must be in a liquid form at a concentration of 5 mg/mL in a buffer of 10 mM phosphate, 0.15M NaCl, pH 7.8, and 0.08% sodium azide for storage stability purposes. The ricin must have an expiration date of greater than 2 years after receipt of material. The ricin A chain must produce two bands/isoforms by gel electrophoresis. The ricin A chain must be in a liquid form at a concentration of 1 mg/mL in a buffer of 10 mM phosphate, 0.15M NaCl, pH 7.5, 0.08% sodium azide, 50 mM 2-mercaptoethanol, and 0.1%polyethylene glycol (with a molecular weight of 3300). Note that it is critical for the 2-mercaptoethanol to be present in the ricin A chain material for safety reasons. We require the materials within 6 months of award of contract. There are no commercial sources for these materials; Vector Laboratories is the sole manufacturer and sole vendor of these materials in the quantities needed by the CCB. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) calendar days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
