The Center for Disease Control and Prevention (CDC), National Center for HIV, Viral Hepatitis, STD, and TB Prevention (NCHHSTP), Division of HIV Prevention (DHP), intends to award a sole source contract to Kaiser Foundation Hospitals, 1800 Harrison St Fl 16, Oakland, CA 94612 for the purchase of aggregated data on pre-exposure prophylaxis (PrEP) prescriptions in three regions (Southern California, Northern California, and mid-Atlantic) that cover most Kaiser insurance enrollees. The statutory authority for this sole source acquisition is 41 U.S.C 3304(a)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 518210, Data Processing, Hosting, and Related Services. The purpose of this acquisition is to purchase aggregated data on pre-exposure prophylaxis (PrEP) prescriptions in Southern California, Northern California, and mid-Atlantic regions that cover most Kaiser insurance enrollees. The objective is for those regional offices to extract and deliver aggregated Kaiser PrEP use data tables each year for five (5) consecutive years (July 2022 – June 2027). Access to these data will allow CDC to supplement and enhance existing CDC surveillance and evaluation activities and help support the development of targeted implementation programs and policies in certain jurisdictions. Continuity of the requested standards is vital to accurate analysis when running the established method. Kaiser Foundation Hospitals, that holds the data, is the only company that can be used. As a result of this synopsis, no competitive solicitation will be posted on Sam.gov. We will issue only one solicitation to Kaiser Foundation Hospitals. However, firms that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Officer by March 23, 2022. The Contracting Officer will not respond to verbal request. All requests must be in writing. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer.
