The Centers for Disease Control and Prevention (CDC) intends to award a fixed-price contract on a sole source basis to MDPI AG, Basel, Switzerland for scientific research publication process services. The International Journal of Environmental Research and Public Health (IJERPH) is an open access journal with a global audience specializing in medical advances specific to improving health outcomes of the people on the continent. IJERPH publishes original scientific research on Environmental Sciences and Engineering, Public Health, Environmental Health, Occupational Hygiene, Health Economic and Global Health Research topics affecting the health of populations around the world due to COVID-19. The journal IJERPH is a peer-reviewed publication with services to support the publication process including print and online access. This is the only known Vendor with the capability to reach an international audience in the European Union, providing both online and print manuscript publications. No other Vendor has the target audience that IJERPH does. If the Government printed with other organizations, it would be at a significant cost to the Government because multiple publications would be required to reach the target audience that is reached solely with IJERPH. The North American Industry Classification System Code (NAICS) for this requirement is 541990 with a size standard of $17M. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR Part FAR 13.106–1 (b) and 10 U.S.C. 2304 (c) (1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This Notice of Intent is not a request for competitive quotations; however, all quotations/responses received within five (5) calendar days of the issuance of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
