The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to University of California, San Diego for the purchase of C13 labeled and unlabeled guanitoxin and related compound standards. The Emergency Response Branch (ERB) laboratory in the National Center for Environment Health has over 10 years of experience of phosphate identification from mass spectrometry (MS) to enzymatic detection. The ERB’s primary focus is to establish methodology to detect toxins and drugs of abuse in human clinical samples. These methods allow the ERB can be used as a national resource to determine potential toxin exposures. The objective of this project is to synthesize guanitoxin, compound 8, and pre-guanitoxin (compound 7) as both unlabeled and 13C2-labeled versions at 1mg each (Figure 1). These compounds will be incorporated into various tests to improve CDC’s current diagnostic and screening capabilities. Upon each standard synthesis and purification, the standards shall be shipped to the ERB so we can use them to develop methods to detect the standards in human matrices. The synthesis of the standards shall all be performed at the contractor’s lab, and the ERB shall receive the final product when it is ready to ship. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received by the response due date will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
