The Centers for Disease Control and Prevention (CDC), intends to award a sole source firm fixed priced simplified purchase order to Key Solutions to obtain a Commercial Off-the-Shelf (COTS) product designed for human subjects research/IRBs in which will make complex processes and administrative tasks simple and intuitive. Key Solutions will provide the Office of Science the ability to have accurate electronic medical records, specifically addressing the use of the electronic system’s contribution to the timely detection of health concerns, despite year of effort directed at this task. This is pertinent to accreditation, policies and guidelines. Due to technical issues, along with many other deficits of the current software, it is currently not used as a health records system, census, or facility management software within the organization. Key Solutions is the only known vendor to have fully functional software that will fully integrate census records, animal medical records, and protocol management. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fourteen (14) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation /response should be emailed to the Contracting Specialist at lsf7@cdc.gov (CTR) by 4:00PM EST on 05-25-2022. No telephonic quotes shall be considered.
