The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to IBM Watson Health/Truven Health MarketScan Research Databases for description individual-level, de-identified, healthcare claims information from employers, health plans, hospitals, and Medicare and Medicaid programs. These proprietary databases contain the oldest large collection of privately and publicly insured, de-identified patient data in the United States, with more than 300 contributing employers, 25 contributing health plans, and more than 200 million covered lives since 1995. The IBM Watson Health/ Truven Health MarketScan Research Databases fully integrate individual-level health, productivity, laboratory results, health risk assessment, and hospital discharge data into de-identified datasets, maintaining all healthcare utilization and cost record connections at the patient level. These data reflect real-world treatment patterns and costs by tracking millions of patients as they navigate the healthcare system. Unique features of the MarketScan Research Databases include: largest convenience sample available in proprietary databases; complete episodes of care for individual patients; longitudinal tracking at the patient level, even across health plans; detailed inpatient and outpatient prescription drug information; and fully paid and adjudicated claims, including complete payment or charge information. Other smaller commercial vendors do not have the proprietary database required.. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1).. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
