The Centers for Disease Control and Prevention (CDC) Center for Surveillance, Epidemiology, & Laboratory Services (CSELS) intends to award a sole source, firm-fixed price purchase order to the American Board of Family Medicine, Inc. (ABFM) for outpatient electronic health record data from primary care and family medicine practices to support CDC’s COVID-19 emergency response. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. The ABFM will: (1) provide CDC with regular access to longitudal, line-level, HER data from their American Family Cohort dervied for the ABFM PRIME Registry, which covers >800 primary care practices across 47 states with 40% of patients residing in rural areas; (2) create summary reports of AFC Data; (3) create sample weights to make data generalizable to US population; (4) track impact of COVID-19 on health equity by monitoring spatial and temporal patterns of COVID-19 infections across race/ethnicity and social and economic risk factors; (5) provide summary data and analytic products to describe and monitor symptoms, morbidity, treatments, and outcomes among patients experiencing Post-acute Sequelae of SARS-COV-2; (6) provide summary data and analytic products to monitor SARS-CoV-2 vaccination geographic spread and gaps; and (7) participate in regular meetings with CDC to assess status of deliverables and outstanding questions or concerns. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
