The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to PointClickCare Technologies, INC . Services are for Comprehensive record-level patient and encounter information, medication administration information, and facility characteristics with weights. Data summaries and supporting material to allow for CDC personnel to quickly utilize the data comprehensive data source. High-level data extract summaries with each data delivery that allow for comparison of key metrics for the updated data transmission. Technical support and professional services to support ad hoc projects and help with customized data extraction and analysis. Access to timely and comprehensive data on the spread and impact COVID-19 remain critical to understanding and combating the COVID-19 pandemic. The U.S. Centers for Disease Control and Prevention (CDC) intends to obtain and use electronic healthcare data for public health purposes to inform situational awareness, predictive modeling, and strategic, tactical, and policy decision making; to help track the spread and intensity of COVID-19 infection and identify areas that are highly impacted by COVID-19; to understand spectrum of illness, disease burden, risk factors for severe disease, and outcomes; and to understand the impact of COVID-19 on healthcare systems and communities. This contract will provide access to such data. PointClickCare (PCC) provides longitudinal, line-level electronic healthcare records data for residents at long term care facilities (LTCF), skilled nursing, and senior living communities. The datasets include comprehensive clinical information such as diagnosis, assessment measures on functional limitation, depression and cognition, lab tests, medications, and vaccinations. In addition to providing data to better understand COVID-19 risk factors and outcomes, there is also potential for PCC data to be leveraged to address other surveillance data needs related to care in LTCF. Such needs include assessment of prevalence of and risk factors for antibiotic-resistant infections, and antibiotic use and appropriateness of antimicrobial medications. No other vendor could provide the comprehensive, timely, longitudinal encounter and observation information on a large population of patients in Long-Term Care Facilities (LTCFs) that was HIPAA compliant. Other data sources providing information for residents of LTCFs offered limited variables or aggregated data. In addition to the necessary patient-level data elements provided regularly, healthcare profiles and facility information for residents in LTCFs combined with the technical services will allow CDC personnel to address both COVID-19 and programmatic public health priorities in a vulnerable population, and was identified as unique to this data offering.. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1).. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
