This is a solicitation for a commercial item acquisition competed on a full and open basis in accordance with FAR Parts 12 and 15. The Government intends to issue a single award for the services described in this solicitation. The Government contemplates award of a hybrid contract, including Firm Fixed Price and Time and Materials or Labor Hours line items. Award will be made using a Best-Value Trade-Off approach. The Centers for Disease Control and Prevention (CDC) National Institute for Occupational Safety and Health (NIOSH) has a requirement for World Trade Center Health Program (WTCHP) Third Party Administrator (TPA) Support. This requirement was previously synopsized under Notice ID# Pre-75D301-21-R-72073. In addition, a previous version of the draft PWS for this requirement was posted under Notice ID# 75D301-21-R-71909. Potential offerors shall review the solicitation document and all attachments posted concurrently with this notice for full details and instructions. Any amendments to this solicitation will be posted to www.sam.gov. Phase I Proposal submissions must be received no later than 10:00 AM Eastern Standard Time (EST) on 01/24/2022, and shall be submitted in accordance with the instructions contained in the solicitation document. Any questions regarding this solicitation must be sent to Michael Crow at wyv2@cdc.gov by 12:00 PM Eastern Standard Time (EST) on 12/17/2021, and shall be submitted in accordance with the instructions contained in the solicitation document. Offerors are advised that no additional question and answer periods are anticipated for this solicitation. Questions may not be submitted telephonically. The Bidders Library for this solicitation was previously updated on 12/11/2021. Amended solicitation 1, an updated Bidders Library, and a Q&A document, dated 12/23/2021, were provided via a www.sam.gov update on 12/24/2021. The close date for Phase I submissions was extended until 10:00 AM Eastern Standard Time (EST) on 01/24/2022. Amended solicitation 2 was provided via a www.sam.gov update on 12/29/2021. This amendment corrected a discrepancy in the Phase I proposal due-date stated at the top of Page 106 and updated Table F.3-1 to include the time that Phase I Proposals are due on 01/24/2022. An updated version of Attachment AG was provided via a www.sam.gov update on 01/07/2022. Amended solicitation 3 is posted on 01/10/2022 via a www.sam.gov update. The time for offerors to submit a Pre-Proposal Certification per the amended instructions at section F.3 is extended to 5:00 PM Eastern Standard Time (EST) on 01/12/2022. Offerors shall use the updated version of Attachment AG entitled “AttachmentAG_Offeror_Pre-Proposal_Certification_Posted_01_07_2022.” The original solicitation document and Amendments 1 and 2 are renamed to provide better clarity for offerors.
