The Centers for Disease Control and Prevention intends to award a sole source firm fixed price contract to The RAND Corporation, 1776 Main Street, Santa Monica, CA 90401-3297. The objective of this contract is to test a set of valid, feasible, and useful measures for evaluating performance and effectiveness of incident management throughout response operations in COVID and other health-related incidents. These measures aim to facilitate improvements in incident management at all levels across a variety of different state, local, territorial, and tribal health departments across the country. This contact is a follow-on to RAND Contract# 75D30118C03556, and is intended to supplement and enhance the work performed pursuant to that contract. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals; however, all proposals/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
