The Draft Performance Work Statement (PWS) posted under Notice ID# 75D301-21-R-71909 is re-activated so that the Government can provide vendor questions and responses to all potential offerors interested in submitting a proposal for the future planned Request for Proposals (RFP). Additional responses are not requested at this time, nor is an active RFP posted at this time. World Trade Center (WTC) Health Program FY21 Health Program Support (HPS) Third Party Administrator (TPA) Draft PWS This announcement contains a Draft Performance Work Statement (PWS) at Attachments 1-1 and 1-2 for the WTC Health Program HPS TPA Contract. The PWS contains updates to requirements and expectations of the contract, specifically implementation and management of the WTC Health Program limited health benefit plan by a TPA Contractor. Responses to this announcement will not be returned. The Government is not liable to pay any costs associated with companies responding to this Draft PWS. This Draft PWS is intended to provide interested parties with information on the anticipated procurement and provide an opportunity for industry feedback into the preliminary design and structure. WTC Health Program is looking to adopt industry best practices to bring greater efficiencies to the program. Information received resulting from the Draft PWS will be used by the National Institute for Occupational Safety and Health (NIOSH) as market research for future WTC Health Program requirements. However, responses may be released to the public under the Freedom of Information Act (FOIA) unless appropriately marked. NIOSH, at its discretion, may request respondents to this Draft PWS to elaborate on information in their written response in writing or through other means. Respondents to this Draft PWS will not be notified of any results derived from a review of the information provided. Responses to the questions submitted by interested parties from previous RFIs and Industry Days have been included in this Draft PWS posting at Attachment 2. Responses from the Government are not final, and are subject to change, as requirements themselves remain in draft form. Background WTC Health Program is a limited health benefit program for certified survivors and responders of the 9/11 terrorist attacks. The health care services involved in this acquisition align with benefit parameters defined by the Zadroga Act and Title 42 Part 88 CFR. Information Submission Instructions: The Government is seeking industry comments on the draft requirements. The Government encourages responses from interested parties who can respond to the entire scope of the Draft PWS, as well as interested parties who may have specific expertise in only limited areas of this Draft PWS. WTC Health Program is particularly interested in industry feedback and guidance on the following critical questions: Medical Policy - WTC Health Program is a limited health benefit plan and covered services are linked to specific health conditions. Based on Draft PWS Section 4.5, please provide feedback based on your experience with the requirements. What medical policy management lessons learned should be considered to further refine these requirements? What opportunities and constraints would the current requirements create for your organization? Provider Network Management – WTC Health Program network providers must accept Federal Employees' Compensation Act (FECA) rates, the Government anticipates that the TPA will absorb a pre-existing network and provide network management and maintenance functions, per Draft PWS Section 4.4. Please provide feedback on those requirements. What are the pros and cons with how this requirement is framed? Performance Monitoring – WTC Health Program is considering the performance metrics in Appendix A; based on the requirements in Draft PWS Sections 4.1-4.7, are there any considerations or adjustments that you would recommend ensuring contractor success? Data and Information – WTC Health Program is looking to upgrade the data and analytics platform as described in Section 4.7 based on industry best practices. Are there recommendations for data, data structures, dashboards, and analytics that would help the program better manage delivery and services to members? Transition-In Period—WTC Health Program is interested in industry feedback regarding the overall transition timeframe, per Section 4.1. What considerations should NIOSH take into account when planning for a timely transition? Contract Structure - WTC Health Program is exploring a firm fixed price contract structure that is tiered based on volume. What pros and cons would you anticipate surrounding this type of structure? Are there any recommendations relating to pricing that WTC Health Program should consider? Qualified, interested parties should submit information for this request, and are invited to comment on any part of the draft PWS that they see fit. Proprietary information may be submitted as commentary in this document. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. Any questions or responses not marked specifically as proprietary, restricted, or competition sensitive may be incorporated by the Government into Q&A documentation to be made available to potential offerors at a later date. NIOSH will only accept feedback to the above questions and an overall assessment of the PWS on the attached Excel spreadsheet (Attachment 3). Only the Government and support contractors with signed non-disclosure agreements will review submissions to this Draft PWS. Any clarifying questions may be included in comments. Only email submissions will be accepted. Each email submission shall include: "WTC Health Program Draft HPS PWS Response [ORGANIZATION NAME]” in the subject line. If the submission includes more than one (1) electronic email, the file number and total files being submitted (e.g., File 1 of 4, File 2 of 4, etc.) in the subject line.
