The purpose of this contract is to evaluate the effectiveness of a serogroup B outer membrane vesicle meningococcal vaccine against gonorrhea. The contractor shall analyze data from patient electronic medical records to evaluate the effectiveness of MenB-4C vaccine in preventing gonococcal infections. Variables from electronic medical records (EMR) of patients aged 16-23 years seen between 2016 and 2020 shall be analyzed. Kaiser Permanente Foundation Hospitals has a large selection of comprehensive databases and a state-of-the-art electronic records system integrated across multiple specialties, healthcare settings (e.g., outpatient, inpatient, and emergency department), and data types (e.g., pharmacy, immunization, and health plan membership) serving approximately 4 million members. KPFH is the only source of the specific data collected from a specific timeframe (2016-2020) required to examine the effectiveness of MenB-4C vaccine against gonorrhea, including anatomic site-specific efficacy of the vaccine, in a broad U.S. population. The contractor shall analyze data in accordance with the finalized data analysis plan. Data shall be analyzed by the contractor to examine the presence or absence of gonorrhea, chlamydia, and MenB vaccination in persons aged 16?23 years who were eligible to receive a MenB vaccine between 1/1/2016 and 12/31/2020, and associations between sexually transmitted infections and MenB vaccination. The contractor shall create and finalize a data analysis plan and analyze the data accordingly. The contractor shall provide results of the analyses to the COR, and review the draft abstract and manuscript (describing the methods and results of the analysis) developed by CDC. Period of Performance: July 30, 2021 – July 29, 2022. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) calendar days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
