The Centers for Disease Control and Prevention (CDC) intends to award a sole source fixed-priced purchase order contract to Bruker Daltonics to purchase a direct yearly maintenance contract for the microflex smartLS MALDI-TOF/TOF mass spectrometer with options to extend each year for 3 additional years of support. The main objective of the anticipated contract is to be defined as providing at a minimum one preventative maintenance (PM) visit a year as well as provide coverage for all costs including parts, labor, and travel for any repairs needed to keep the instrument operating at original manufacture specifications. In addition, service call response times need to be at least within 24 hours or better with onsite repair starting within two business days. All repairs are to be done using original equipment manufacturer (OEM) parts and performed by engineers trained by the OEM and certified to be up to date with the current knowledge of the equipment. The instrument to be maintained is a unique instrument with many proprietary parts that are only manufactured and serviced by the proposed vendor Bruker. The parts are manufactured exclusively for and by Bruker. Bruker only provides training for their instruments to their service engineers in the servicing and maintaining of their instruments. No other known potential vendor has access to these parts or training. Service contract customers are given priority which is needed to fulfill this requirement. No other known potential vendors have been identified to fulfill specified requirements. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within five (5) days of the issuance of this notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation /response should be emailed to the Contracting Specialist, Willie Moss, at lsf7@cdc.gov (CTR) by 4:00PM EDT on 06-11-2021. No telephonic quotes shall be considered.
