The Center for Disease Control and Prevention (CDC), National Center for HIV/AIDS, Viral Hepatitis, STD, and TB Prevention (NCHHSTP), intends to award a sole source purchase order to Tecan U.S., Inc., 9401 Globe Center Dr Ste 140, Morrisville, NC, 27560-6211, for the purchase of a service agreement for the Tecan EVO system. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing. The purpose of this requirement is to purchase the service agreement for the Tecan EVO system. Tecan U.S., Inc. is the sole manufacturer and service center for the Freedom Genesis, Freedom Evo, and Fluent workstations. Therefore, they are the only company available to service and repair these instruments. Furthermore, Tecan U.S., Inc. does not guarantee performance of an instrument if it is no serviced by authorized Tecan U.S., Inc. personnel. Thus, Tecan U.S. Inc., the manufacturer of the Tecan EVO system, is the only company that can be used. As a result of this synopsis, no competitive solicitation will be posted on beta.sam. We will issue only one solicitation to Tecan U.S., Inc.. However, firms that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Officer by January 1 , 2021. The Contracting Officer will not respond to verbal request. All requests must be in writing. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
