The Centers for Disease Control and Prevention (CDC) intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government intends to solicit and negotiate with the Johns Hopkins University (JHU) School of Public Health, 615 N. Wolfe Street, Baltimore, MD 21205, to conduct a feasibility study of the Composite of Post Event Well-Being (COPEWELL) production environment and to disseminate and promote the use of the COPEWELL model via manuscript development and submission to peer-reviewed scientific journals. Because JHU pioneered the COPEWELL model and has been actively engaged with related work since 2012, it is the only organization that can adequately achieve the aims of the feasibility study. In addition, JHU holds intellectual property rights to aspects of this scientific work. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. Responses to this notice shall utilize the email subject line "RFP# 75D301-20-R-68141 - COPEWELL Feasibility Study" and are due on or before 08/29/2020 at 12:00 PM EST via email to wyv2@cdc.gov.
