This pre-solicitation synopsis is not a request for competitive proposals. The Centers for Disease Control and Prevention (CDC) intends to competitively procure services for laboratory testing of residual/remnant/excess, deidentified blood specimens to obtain nine months of laboratory testing toward determining U.S. seroprevalence by geographic region, age group, and timing. CDC will not provide the specimens. A ten month fixed price contract is anticipated. CDC will utilize commercial procedures for the award in accordance with the FAR. Award will be made using a Best-Value Trade-Off approach where technical criteria and past performance will be more important than price. CDC may award multiple contracts to multiple offerors to achieve the geographic reach needed for studying seroprevalence across 50 states, Washington DC and Puerto Rico. The Government will release the solicitation, including any subsequent amendments, on the FedBizOpps website. The government anticipates the solicitation will be available approximately 7-15 days from the date of this notice, with an anticipated closing date/proposal due date of approximately 20 days from the date of release of the solicitation. No telephone or written requests for the solicitation will be accepted. Amendments to the solicitation, if issued, will be posted to the same website. After solicitation release, vendors should regularly access the website to ensure they have all of the amendments.
