See attached solicitation. All offerors are welcome to submit a proposal. The following questions were submitted for this proposed acquisition: Questions: RFP Section 4, page 9 (“The company is a taxi company that subscribes to an app specific for taxi drivers”). Can we assume each taxi driver has a personal smartphone given the taxi company subscribes to an app? RFP Section 2, pages 7-8 (“PURPOSE”). Is the contractor responsible for dispersing participant payments? RFP Section L.4, page 60 (“The proposal shall be in an 8 ½ x 11 layout with one inch margins on all four sides, Times New Roman font, 12 pt. pitch with single space between lines”) and page 61 (“Offeror’s are advised that Technical Proposal text must be double-spaced”). Proposal format on page 60 indicates single space. However, on page 61, double-space is indicated. Which is the preferred format? RFP Section L.4, page 63 (“The offeror, prior to being awarded a contract, must submit an acceptable subcontracting plan”). Is it necessary to include a Subcontracting Plan within the cost proposal as part of the initial proposal submission? RFP Section J, page 47 (“Wage Determination”). Does the wage determination document require individuals be paid $10.80 or higher per hour The following answers were provided to the Contractor(s): 1. Yes, you can assume that each taxi driver has a personal smartphone whether or not the taxi company subscribes to an app. The taxi drivers use their personal smartphones to line up fares, obtain GPS directions, etc. 2. Yes, the contractor would be responsible for both purchasing and dispersing the participant gift cards. 3. Single spacing is acceptable. 4. A subcontracting plan is not required to be submitted. 5. Do you mean $10.70 on page 9 of the wage determination – the answer is yes.
