Solicitation Number 75D301-20-R-67856 Note: This solicitation follows the posting of Synopsis Notice ID 20151192 that was previously posted March 10, 2020. The Centers for Disease Control and Prevention (CDC or Government) requires services for the replacement of selected air handling units in Building 15 at the CDC Roybal Campus, 1600 Clifton Road NE, Atlanta, GA 30333, DeKalb County. The work includes removal of approximately 21 Air Handling Units (AHUs), replacement of fans and associated motors and equipment, removal of exhaust fans, furnishing and installation of Variable Frequency Drives (VFDs), furnishing and installation of AHUs, changing laboratory area air distribution to include balancing devices, converting laboratory area reheat controls from pneumatic control to digital devices, replacement of Variable Air Volume (VAV) equipment, air distribution devices, replacement and integration of system automation controls, and related repairs and disposal. Estimated price range is between $5,000,000 and $10,000,000. This is a full and open competition. CDC intends to issue a single award. The anticipated award date is August 4, 2020. The Firm, Fixed-Price contract has a period of perfomance of 15 months from the issuance of the Notice To Proceed. The NAICS Code is 238220 Plumbing, Heating, and Air-Conditioning. The Product Service Code is 4120 Air Conditioning Equipment. Non-Disclosure Pre-Requisite Vendors and each employee that will participate in the site visit and/or document review must submit a signed and dated Non-Disclosure Agreement. Specifications, Drawings, and Cost Breakdown Example will be forwarded upon receipt of signed and dated Non-Disclosure Agreements. Entry onto CDC Campus is only allowed after receipt of signed and dated Non-Disclosure Agreements. Non-Disclosure Agreement is attached. Site Visit An organized site visit has been scheduled for May 11, 2020 at 9:00 a.m. EST at CDC Roybal Campus, Building 15, 1600 Clifton Road NE, Atlanta, GA 30333. Signed and dated Non-Disclosure Agreements are required prior to the site visit. Due to COVID 19, you are requested to limit the number of attendees. If self-limitation is unsuccessful, the CDC reserves the right to limit the number of site visit attendees should the need arise. Entry screening is required (temperature check, screening questions). Anyone declining entry screening will be denied entry. Social distancing of approximately six feet is required. Greetings in the form of hand shaking are not allowed. Face masks/coverings are mandatory and must be worn at all times. You are required to supply your own face masks/covering. Anyone failing to supply a face mask/covering will be denied entry. Anyone failing to comply with social distancing or failing to comply with wearing a face masks/covering will be escorted from the premises. Vendors shall email the identity of their site visit attendees. A Site Visit List of Attendees form is attached for your use. Provide the following information for each person attending the site visit: Name as shown on driver’s license Job Title Employer Name Email address of the employee Telephone number of the employee (mobile preferred) Current Citizenship status (non-US citizens require significantly longer to process in security and may not be approved in time for this visit) Indicate if the visitor has a current CDC badge The completed Site Visit List of Attendees form, along with the completed Non-Disclosure Agreements, shall be emailed on or before 8:00 am EST May 6, 2020 to both Wes Bryan (Site Visit Coordinator) at hsy8@cdc.gov and copy Jenny Matte at pzy1@cdc.gov. Email subject line shall read: Site Visit – Bldg. 15 Replacement of AHUs – (Insert Your Company Name). Do not combine this email with the Request for Documents email. Upon arrival at 1600 Clifton Road follow the signs for the visitor entry. You should allow at least 45 - 60 minutes for traffic, vehicle inspection, parking, security, and entry screening. Vehicle parking at the CDC visitor parking deck is first come first serve. If there are no visitor parking remaining visitors may choose to utilize offsite parking at Emory Point for a fee. Once completing the security check all visitors shall wait with their assigned escorts at the visitor lobby. The site walkthrough will commence on time and those arriving late will not be able to join the group. The following apply: All visitors must provide a valid and current driver’s license No animals (this includes in any vehicle parked onsite) No firearms / weapons (this includes in any vehicle parked onsite) No photography is allowed (upon request pictures can be taken by a government representative and provided to all bidders after they’ve been reviewed by security) All visitors must display their appropriate temporary badge All visitors must be 18 or older Visitors shall always remain with their assigned escort Any conversations and/or questions/responses during the site visit shall not be construed as part of the contract. Rather, such questions shall be submitted in writing and written responses shall provide formal contract information. End
