The Center for Disease Control and Prevention (CDC), National Center for HIV/AIDS, Viral Hepatitis, STD, and TB Prevention (NCHHSTP), intends to award a sole source purchase order to Leidos., 700 N Frederick Ave, Gaithersburg, MD 20879-3328 for the purchase of Bioinformatics pipeline support services. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 541512, Computer Systems Design. Detecting and responding to expanding HIV transmission clusters is a prevention priority and a pillar of the President’s 2019 Ending the HIV Epidemic in the United States initiative. The Government has an existing contract with Leidos, Inc. (75D30118P02346) to develop a bioinformatics pipeline to support HIV cluster detection and response using the CDC’s National HIV Surveillance data. This bioinformatic pipeline is near completion and undergoing validation. Because this bioinformatic pipeline is based on software that is licensed and configured by Leidos, Inc. as CAADS (Collaborative Analytics and Advanced Data Sharing System), Leidos, Inc is the only company that can work on this requirement. Leidos Inc has the capacity to interoperate cohesively, can provide extensive research and configuration on these software tools, and has technical skills with how each of these systems works individually and in concert. Their continued expertise and knowledge of this existing program is critical to the success of this project. Furthermore, the Microbial Transmission Network Analytic Platform (MTNAP) project has finalized the software infrastructure in 2016. In order for Government to continue the project, we have to use the existing Leidos Inc platform. Pivoting to a new software solution is not compatible as that would require starting over to rebuild, amounting to hundreds or thousands of hours, based on the amount of effort that has been involved in configuring CAADS for the MTNAP project. Thus, Leidos, the developer of the pipeline, is the only company that can be used. As a result of this synopsis, no competitive solicitation will be posted on beta.sam. We will issue only one solicitation to Leidos. However, firms that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Officer by June 15, 2020. The Contracting Officer will not respond to verbal request. All requests must be in writing. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer.
