Notice of Intent to Sole Source to Thermo Electron North America LLC Thermo UPLC Systems at BCFB annual maintenance agreement The Centers for Disease Control and Prevention (CDC), Office of Acquisition Services (OAS) on behalf of NIOSH, intends to award a sole source firm fixed priced simplified purchase order to obtain services to renew the equipment maintenance agreement of the eleven Thermo Dionex UPLC systems used within BCFB. The contractor will provide Unity Essential Support Plan Chrom LC/DNX for the following systems: DNA Analytical UPLC (DX8024086, DX8024661, DX8024361, DX8023760) Proteomics nanoUPLC connected to MaXis (DX8030880, DX8031983) Proteomics nanoUPLC connected to QTRAP (DX8033484, DX8034197) Peptide Analytical UPLC (DX8012034, DX8017342, DX8011826, DX8011299) Proteomics 2-D UPLC (DX8031209, DX8020104, DX8020915) Proteomics Preparative UPLC (DX8077189, 8075065, 8077150) DNA Preparative UPLCs 1&2 (8090542, 8091062, 8091652, 8091663, 6001818, 6001809) Peptide Preparative UPLC (8107214, 6006800, 8106238) DNA Prepartive UPLCs 3&4 (8129691, 8130518, 6014511, 6014512, 8130150, 8130291) Vanquish UPLC (8304699, 8304693, 8304598, 6500403) TASKS TO BE PERFORMED: 1. Provide equipment maintenance of: a. DNA Analytical UPLC (DX8024086, DX8024661, DX8024361, DX8023760) b. Proteomics nanoUPLC connected to MaXis (DX8030880, DX8031983) c. Proteomics nanoUPLC connected to QTRAP (DX8033484, DX8034197) d. Peptide Analytical UPLC (DX8012034, DX8017342, DX8011826, DX8011299) e. Proteomics 2-D UPLC (DX8031209, DX8020104, DX8020915) f. Proteomics Preparative UPLC (DX8077189, 8075065, 8077150) g. DNA Preparative UPLCs 1&2 (8090542, 8091062, 8091652, 8091663, 6001818, 6001809) h. Peptide Preparative UPLC (8107214, 6006800, 8106238) i. DNA Prepartive UPLCs 3&4 (8129691, 8130518, 6014511, 6014512, 8130150, 8130291) j. Vanquish UPLC (8304699, 8304693, 8304598, 6500403) 2. Unlimited number of demand on-site service visits with a maximum 72-hour response 3. Engineer labor and travel 4. Priority status for technical support inquiries 5. One Scheduled Preventative Maintenance visit 6. Thermo supplied computers are covered 7. Factory-certified replacement parts included 8. Software updates & notifications Instruments are manufactured exclusively by Thermo Electron. No other third-party direct maintenance provider for these UHPLC instruments has been identified. An Internet search was again performed in 2019 to try to identify any other available companies who would service the instruments, and none were found. No third-party technicians for Thermo Dionex UPLC systems were found. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No telephonic quotes shall be considered.
