Notice of Intent to Sole Source to Illumination Machines The Centers for Disease Control and Prevention (CDC), Office of Acquisition Services (OAS) on behalf of the National Institute for Occupational Safety and Health (NIOSH) intends to award a sole source firm fixed priced simplified purchase order for the purchase of a Roof Bolter Area Light. Researchers at the National Institute for Occupational Safety and Health (NIOSH) are investigating how lighting can be used to improve the health and safety of miners. There are two objectives: (1) Determine if an LED lamp could be designed with a lighting distribution that would reduce glare when used in the area light luminaire; (2) build a prototype of LED lamp with fixed optics (LED-FO) based on LED lamp model 400-0041 in order for NIOSH to conduct laboratory testing to determine if the lighting distribution meets or exceeds that of the 26 watt CFL lamp used in the area light luminaire. The services provided by Illumination Machines are a logical progression of the results from an earlier contract (PO 254-2012-M-51184 ) that resulted from a competitive solicitation (2012-Q-50899) to conduct photometric simulations, generate a custom design, and construct custom LED lamps that can meet the requirements defined by NIOSH. Illumination Machines successfully completed this contract and provided all deliverables culminating in the delivery of four prototype LED lamps. These prototype lamps are unique given they drastically redistribute the light intensities such that more light is provided to illuminated floor and roof hazards while reducing glare. Extensive market research yeilds no existing product could meet our requirements to physically fit in existing mine lighting fixtures nor can meet the required lighting intensity and distribution. This scope of work will result in a custom-designed prototype LED-FO lamp, an IES file, photometric simulations, and a written report. The report will, at a minimum, document the details of an LED-FO lamp for retrofit purposes for the luminaries, and provide photometrically-accurate lighting simulation results. This project will have these key stages: Stage 1: Generate photometric simulations and analyses of the luminaire with the MCI LED lamps and with the LED-FO lamps. Stage 2: Finalize the design of the prototype LED-FO lamps Stage 3: Construct and deliver prototypes Stage 4: Final report The contractor will be required to hold a minimum of four meetings via telephone with NIOSH. These meetings will occur at the end of each of the respective stages and will address technical and budget status issues. NIOSH welcomes and encourages frequent communication through email or phone to ensure that both parties are communicating expectations effectively. 4. Detailed Requirements 4.1. Physical requirements 4.1.1. The lamp must not exceed 7.5 inches length and 2 1/8 inches diameter. 4.1.2. The lamp base must replicate the mounting base of MCI lamp # # 2021-32581-1 so that the lamp base will directly bolt to the luminaire’s metal enclosure. 4.2. Temperature requirements: 4.2.1. Operational ambient temperature range = 0°C. to 40°C. 4.2.2. Typical ambient temperature = 13°C. 4.3. Luminaire input power 4.3.1. Vin = 120 Vac, 60 Hz 4.3.2. Current = up to 1 amp 4.4. Luminaire Performance 4.4.1. The lighting distribution (candela array) for the luminaire with the LED-FO lamp must meet or exceed the lighting distribution of the luminaire with the legacy CFL lamps. 4.4.2. The glare for the luminaire with the LED-FO lamp must less than the glare luminaire with the MCI LED lamps. Glare will be determined using the Adrian and Bhanji glare formula results with Cumulative Brightness Effect (CBE) by Bennett. 4.5. Simulations 4.5.1. Mine surface and geometry 4.5.1.1. An underground coal mine is the intended application environment. 4.5.1.2. The CMM is positioned at the center of the mine entry three feet from the coal face. 4.5.1.3. Nominal coal surface reflectance = 3%. 4.5.1.4. Nominal mine entry roof height = 7 feet 4.5.1.5. Nominal mine entry width = 20 feet 4.5.1.6. Nominal mine entry length = 40 feet 4.5.2. The photometric simulations shall be conducted for the luminaire of Figure 4 using the MCI LED lamps, and using the prototype LED-FO lamp. 4.5.3. The photometric simulations shall provide the: 4.5.3.1. Adrian and Bhanji glare formula results using CBE by Bennett for each zone. 4.5.3.2. Illuminance zonal analysis of all zones. 4.6. Deliverables and schedule (calendar weeks): 4.6.1. The simulation files. Due 6 weeks ARO. 4.6.2. Draft report that analyzes and documents the simulation results and the LED-FO lamp design. Due 8 weeks ARO. 4.6.3 Four prototypes of the LED-FO amp. Due 12 weeks ARO. 4.6.4 Final Report (Due 16 weeks ARO) that at a minimum includes the following: 4.6.4.1 Colorimetry data that includes the scotopic/photopic (S/P) ratio, CCT, and spectral power distribution 4.6.4.2 An IES file and Indoor Distribution Test Report for the luminaire with the prototype LED-FO lamp. 4.6.4.3 The photometric simulation results for the luminaire of Figure 4 using the MCI LED lamps and using the prototype LED-FO lamp. 4.6.4.4 Glare results that compare the Adrian and Bhanji glare formula results with CBE by Bennett for each zone of Figure 9 when using the MCI LED lamps in the luminaire and when using the LED-FO lamp int the luminaire. 4.6.4.5 Diagrams and a bill of materials for the LED-FO lamps. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
