The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to World Courier Inc. for the shipment of environmental samples collected for polio surveillance from Haiti and/or the Dominican Republic to CDC- Atlanta, Georgia, USA. Environmental samples collected for polio surveillance in Haiti and/or the Dominican Republic need to be shipped to CDC-Atlanta, USA on a monthly basis for virologic analyses. There is no laboratory in Haiti or the Dominican Republic that has the capacity for such analyses. The samples must be shipped on dry ice to maintain them in a frozen state from the moment they leave storage in Haiti and/or the Dominican Republic until they arrive at CDC-Atlanta. Technical Requirements – It is estimated that, for each country, there will be 12 shipments/year each shipment consisting of 16 one-liter bottles of frozen environmental waters that need to be maintained at minus 20O Celsius. Specifically: Samples are to be picked up at the Ministry of Health office designated in the customer order form in Haiti and/or the Dominican Republic Samples need to be placed in appropriate insolated shipping containers with dry ice to maintain sample temperature at minus 20O Celsius during the entire transport time, that is, until samples are delivered to CDC-Atlanta Samples should be delivered to CDC-Atlanta within 2 days of sample pick-up from the Ministry of Health offices in Haiti and/or the Dominican Republic. If for some reason, delivery to CDC-Atlanta is delayed, the shipper is responsible tracking sample whereabouts, notifying CDC-Atlanta of the whereabouts, and maintaining the samples at minus 20O Celsius Reporting Schedule – The shipper will notify CDC-Atlanta and its partners in the Ministry of Health in Haiti and/or the Dominican Republic of shipping details and sample whereabouts and will bill CDC-Atlanta after shipments have been completed. Special Considerations – A 60-day payment term is required and agreed upon by both parties. NAICS Code – The applicable NAICS code is 492110 - Couriers and Express Delivery Services. Place of Performance– Centers for Disases Control and Prevention, 1600 Clifton Road, Atlanta, GA 30329. Period of Performance – August 26, 2020 - August 25, 2021. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
