Amendment 0003 August 5, 2024: Amendment 0003 is to revise Attachment 6 - "Questions and Answers" to provide answers to questions received and to amend the solicitation as necessary to implement the Government's answers. Revisions to solicitation language are generally denoted in red text. Other changes have resulted in replacing solicitation Attachments in their entirety. Offerors are responsible for reviewing and complying with the entire amended solicitation. The proposal submission date is extended by five (5) days from August 7, 2024 to August 12, 2024, at 12:00 pm Eastern. Amendment 0002 July 17, 2024: Amendment 0002 is to extend the solicitation closing date to August 7, 2024, at 12:00 pm Eastern. A forthcoming solicitation amendment will include an attachment providing answers for industry consideration when developing proposals in response to the solicitation. Amendment 0001 July 8, 2024: Amendment 0001 is to extend the solicitation closing date by ten (10) days, to July 18, 2024 at 12:00 pm Eastern. This Request for Proposal (RFP) serves to solicit offers for a Multiple-Award Indefinite Delivery Indefinite Quantity (MA-IDIQ) contract to provide commercial Post Release Legal Services (PRLS). This requirement encompasses contractor support to provide immigration and related legal services for Unaccompanied Children (UC) post-release from the United States Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Refugee Resettlement (ORR) care and custody. Section 462(g)(2) of the Homeland Security Act of 2002 defines an unaccompanied child as a child who: (1) has no lawful immigration status in the United States; (2) has not attained 18 years of age; and (3) with respect to whom (i) there is no parent or legal guardian in the United States, or (ii) no parent or legal guardian in the United States is available to provide care and physical custody.
