COMBINED SYNOPSIS/SOLICITATION 75ACF122Q00006_001 This Solicitation is a Full and Open version related to a previous publishing of Solicitation 75ACF122Q00006, which was a small business set aside. This solicitation is a Request for Quotations (RFQ) for an appraisal of commercial real estate located in Glorieta, New Mexico. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular (FAC) 2021-053 effective 10 June 2021. The associated North American Industrial Classification System (NAICS) code for this procurement is 531320 with a business size standard of $8.0M. This acquisition is being procured as full and open in competition. The Government intends to award a single purchase order resulting from this solicitation to the responsible quoter whose quotation, conforming to the solicitation, is the lowest priced, technically acceptable (LPTA) quotation. Technically acceptable means that the Quoter provides a quotation that meets the requirements that is the lowest price technically acceptable within the Statement of Work. Price will be evaluated to determine that total price is a fair and reasonable overall price to the Government. REQUIRED SUBMISSIONS To be considered for award, the quoter shall submit a quotation in PDF format which, at a minimum, includes the following: Technical Requirements Requirement A technical quotation containing a detailed technical approach which clearly demonstrates the quoter’s ability to perform all requirements of the attached Statement of Work (SOW). The technical quotation will be evaluated in accordance with (IAW) the evaluation criteria established in the “EVALUATION CRITERIA AND BASIS FOR AWARD” section. The technical quotation is limited to ten (10) pages not including the certifications and qualifications for the Key Personnel who shall act for the Certified Appraiser and alternate. Pages above the specified limit will not be evaluated. As part of the technical quotation, the quoter shall submit a redacted sample of a past Yellowbook Appraisal the vendor has performed. The past Yellowbook Appraisal does not count towards the ten (10) pages. The Appraiser/ Contractor must possess a General State Certification in New Mexico or must obtain a temporary practice permit. This permit shall be included with the offer. The Appraiser/Contractor shall state whether it will complete the work in-house using its own personnel or subcontract any portion of the work. If any portion of the work is to be subcontracted, the contractor shall submit as part of its technical quote sufficient information demonstrating the subcontractor’s ability to perform the work (including, as relevant, key personnel qualifications and a past Yellowbook Appraisal sample). Price Quote Submissions A firm fixed price quotation that includes the total price for all the requirements of the Statement of Work, including travel. The firm fixed price quote should include a line item for the labor and materials and a separate line item for travel. The price quotation will be evaluated IAW the evaluation criteria established in the “EVALUATION CRITERIA AND BASIS FOR AWARD” section. The price quotation is limited to three (3) pages. Pages above the specified limit will not be evaluated. General Submissions If the Quoter objects to any of the terms and conditions contained in this solicitation, the quoter shall state “The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:” [Quoter shall list exception(s) and rationale for the exception(s)]. It is the sole responsibility of the Quoter to identify in its quote any exceptions to the terms and conditions of the solicitation. If the quoter does not include such a statement, the submission of a quotation in response to this solicitation will be regarded as the Contractor’s acceptance of the Government’s terms and conditions for inclusion into the resultant purchase order. The Government reserves the right to reject exceptions/assumptions. The DUNS number for the quoter’s active System for Award Management (SAM) registration. Quoters must have an active registration at www.SAM.gov at the time of quote submission to receive an award. Quoters shall submit their questions to this RFQ by no later than (NLT) 12/17/2021 at 12:00 PM EST via email to Jack.Clauff@acf.hhs.gov and Yolanda.Stone@acf.hhs.gov. Questions submitted after the cutoff date will not be considered. The Government’s answers to all questions shall be issued as an amendment(s) to this solicitation.
