This contract is to accomplish the research and development of a pilot program of the Resource-Information Tracking and Medical Communication Application (RITCA). The project aims to address the need for effective, timely peer communication and resource tracking among both care providers and response organizations. This RFP was issued as a sole source to the Johns Hopkins University Applied Physics Laboratory (JHU/APL), because a University Affiliated Research Center (UARC) is required to effectively perform this kind of R&D pilot, and JHU/APL is the only UARC with the expertise and experience capable of doing this work.
