HHS AI Power User Advanced Models and Features Pilot

This pilot aims to provide up to 1,000 HHS power users with short-duration, firm-fixed-price access to advanced AI models and features to establish operational baselines for a future enterprise solution. The contractor must deliver a FedRAMP 20x-aligned bundle that includes access, configuration, security analysis, and usage reporting, enabling HHS to forecast demand and define governance. The pilot will distinguish between frontier capability baselining and established consumption analysis, with the goal of achieving commercial parity for new AI releases. Performance of services is for HHS, and the contractor must support collaboration with various HHS offices to develop governance and acquisition recommendations. The pilot will generate operational evidence to inform future enterprise acquisition decisions, including BPA structure and licensing strategies.
