NINDS seeks an executive-level Senior Advisor/SME in drug discovery and development, with pharmacology and pain expertise, to advise NIH HEAL Initiative leadership and support the Pain Therapeutics Development Program. The contractor will provide technical guidance on HEAL drug discovery and development projects and serve on the HEAL External Oversight Committee. The anticipated fixed-price purchase order has a base period of 11/5/2026–11/4/2027 and two option years through 11/4/2029. The requirement estimates 50 labor hours per year with an option for up to 50 additional hours, plus reimbursement of up to $2,000 in annual travel expenses per consultant with advance approval. This acquisition is set aside for small businesses and will be evaluated on technical capability, price, and past performance.
