The NIH/NIAID intends to award a non-competitive firm-fixed-price purchase order to the University of Oxford for the NIH-wide Doctoral Partnership Training Program, supporting graduate-level training and research with NIH institutes and centers. The University of Oxford, United Kingdom, would provide administrative oversight, tuition coverage, tutorial-based instruction, research opportunities, application/visa support, and housing, with students conducting research at both Oxford and NIH and spending up to two years at the partner institution plus remaining PhD work at NIH. The requirement covers 36 graduate-level trainees for the 2026-2027 academic year, with research areas including infectious disease, global health, immunology, cancer, neurology, vaccine research, genomics, and child health/human development. The anticipated period of performance is one year, beginning on or around 09/30/2026 through 09/29/2027. Evaluation will be based on technical capability, past performance, and price, with technical and past performance combined significantly more important than price, and offerors must have active SAM registration and provide required business identifiers.
