Enterprise Electronic Security Systems (ESS) — Nationwide Operations, Maintenance, Integration, and Lifecycle Support
The contractor will provide enterprise-wide lifecycle support for HHS Electronic Security Systems nationwide, including engineering, design, installation, integration, commissioning, preventive/corrective maintenance, inspection/testing/repair, modernization, system administration, software/license support, and 24-hour emergency response. Covered systems include PACS, VSS/VMS, IDS, duress alarms, intercoms, turnstiles, gate arms, elevator-control interfaces, and supporting network infrastructure, primarily on Lenel OnGuard and Milestone XProtect platforms. Routine O&M will be firm-fixed-price, while supplemental non-routine installations, major component replacement, and modernization may be firm-fixed-price or justified time-and-materials. The contractor must staff key personnel, operate a nationwide dispatch/service desk, manage spare parts, support cybersecurity and FedRAMP/FISMA compliance for cloud components, and comply with federal physical security, IT security, and records-management requirements. Performance is nationwide across HHS-owned, leased, or operated facilities, starting with about 35 active facilities including National Capital Region locations and all 10 HHS Regions/Hubs, with capacity to scale to about 699 facilities through funded task orders over a 12-month base period plus four option years.
