The Centers for Disease Control and Prevention intends to award, on a sole source basis, a fixed price contract to Truth Initiative to gather and analyze historical, current and future data on youth exposure to marketing and promotion of tobacco products imagery in popular media platforms and determine how this exposure affects tobacco initiation and use. Sources of popular media platforms include, but are not limited to, movies, episodic programing, social media, and other online content that is available via theaters, television, streaming platforms, and other websites/online. Truth Initiative is believed to be the only responsible party with the exsiting comprehensive dataset to perform this contract.It is believed that Truth Initiative is the only source that has existing database, the proprietary data and scientifically accepted methodology and collection processes in place to collect the data for youth exposure to tobacco imagery in popular media. The Truth Initiative Foundation has the expertise to analyze the historical data sets and continues to collect the data. In particular it is believed that Truth Initiative’s analysis of streaming, music videos, and other online content in the US is conducted internally and includes a proprietary dataset that is not otherwise publicly available, and is the only dataset of it's size and scope currently in existence. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1).. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fourteen (14) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
