The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to RECSOLU, INC. The purpose of the project is to provide the Human Resources Office in alignment with the HRO Strategic Plan to stand up new internal systems, processes, and governance within the agency to improve accountability, collaboration, communication, and timeliness within CDC and with its customers, at all levels of the organization intends to use Yello to manage recruitment and outreach processes to attract, engage and manage candidates engage in person and online. The Yello platform will be used as a hosting mechanism for virtual and in person recruitment events. Using the capabilities of the system, HRO will have the ability to review resumes for Direct Hire vacancies, Schedule A, Veteran appointments and other noncompetitive eligibilities. HRO will use the reporting and analytics captured within the Yello system (Perpetual License Software) to justify ROI in recruitment whereby offering better decision making for targeting recruitment to build a better public health infrastructure. The Yello talent management platform provides access to 6 million candidates from the early career to the advanced level professional. The platform provides 4 major needed focus areas for talent management: talent sourcing, recruitment event management, customer engagement, application management for mission critical direct hire and non-competitive hiring authorities providing quick methods for hiring top talent. Acquiring Yello would provide an immediate solution to assessing and hiring candidates eligible for DHA positions through its applicant management portal. This would allow for virtual and in person tentative hires for DHA events. Candidates can utilize the portal to upload resumes for DHA positions. In addition, Yello provides a way to review and organize applicants, creates automated hiring workflows and provides a source for metrics and reporting. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
