The Centers for Disease Control and Prevention (CDC), National Center for HIV, Viral Hepatitis, STD, and TB Prevention (NCHHSTP), Laboratory Branch, hereby announces its intent to issue an award a sole source, firm fixed-price purchase order to Shimadzu Scientific Instruments, 7102 Riverwood Dr., Columbia, MD, 21046 for the purchase of a service agreement. The service agreement will cover a total of 5 laboratory systems with each system consisting of several subcomponents. A comprehensive list of the 5 systems with subcomponents can be found below. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 13.106-1(b) Simplified Acquisition Procedures only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this request is 334516, Laboratory Analytical Instruments Manufacturing. The purpose of this acquisition is to provide the continuous development and support to the laboratory’s goals in HIV prevention as they pertain to clinical studies, viral transmission, diagnosis and incidence. To include intervention research with microbicides, vaccines, and chemoprophylaxis as well as investigates other human and zoonotic retroviruses. Therefore, the Centers for Disease Control and Prevention is procuring for the purchase of a service agreement on Shimadzu Scientific laboratory equipment. Shimadzu Scientific Instruments is the only vendor who can provide routine maintenance, calibration, and repair on laboratory equipment manufactured by Shimadzu. Shimadzu Scientific Instruments shall provide all necessary trained experienced technical personnel, tools, parts, upgrades, shipping, travel, materials and supplies to perform and provide at least one preventative maintenance onsite and provide on-site repair service visits yearly. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS; however, all responses received within 15 days of the issuance of this notice will be reviewed by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
