The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Econtrol Systems for the purchase of monitoring system. The package that e-Controls provides is the only option that provides an integrated system of temperature monitoring hardware and software to store temperature readings, provide automated alerts based on those readings, and a user-interface for viewing and maintaining the information with fine-grained control on user access while meeting OCSIO requirements for network and data security. The system also meets the requirements of being a single system for monitoring hundreds of pieces of equipment distributed across multiple rooms and buildings, and being scalable for additional equipment and locations within DVBD. Additionally, e-Controls meets OCISO’s requirements for network and data security, including: 1) wireless data transmission with an encryption algorithm, 2) data storage in an approved and regularly backed-up and scanned relational database management system, and 3) a user-interface which passes OCISO’s regular security scans. This system is linked to and compatible with the Laboratory’s existing network and does not require additional software; compatibility with the Laboratory’s system is critical for successful operation. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations; however, all responses received within three days of the issuance of this notice will be reviewed by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
