The Centers for Disease Control and Prevention, National Center for Health Statistics (NCHS) intends to award a sole source firm fixed price purchase order to Definitive Healthcare, LLC, to provide access to the Definitive Healthcare data in order to gather information and characteristics of physician and health care provider groups for the National Ambulatory Medical Care Survey (NAMCS). Definitive Healthcare is the only known source that has data elements (or variables) that can be accessed through this purchase which are critical when drawing the NAMCS sample noted above (e.g., owner status organization, National Provider Identifier [NPI], total licensed beds, total providers, total physicians, number of owned facilities, patient volume, federally qualified health center status, accepts Medicate/Medicaid, and electronic health record use indicator). Other data sources either do not have these data elements, or if they were available, their access is not available through purchasing standard access. Therefore, due the availability of relevant data elements, Definitive Healthcare is the only known option to meet the NCHS need. This award will provide access for two NCHS users for up to one (1) year to the needed database components and will include the ability to download data for use with sampling and conducting surveys. In addition, access to Definitive Healthcare data is available at a price significantly lower than the simplified acquisition threshold. The NAICS code for this action is 518210 and the small business size is $35.0 M. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and FAR Part 12, Commercial Items. Interested persons or businesses may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within ten (10) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
