The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Cuebiq Inc. for aggregated mobility data and access to Cuebiq’s Workbench platform to assist in the analysis of this data. There is an immediate and ongoing need for a single, secure, and cloud-based mobility insights data and software-as-service tool for internal CDC users to support continuity of critical COVID-19 emergency response operations, public facing dashboards on CDC COVID Data Tracker, and active agency priority investigations such as Assessment of Chemical Exposures (ACE) Programs in Rockton, Illinois and Oahu, Hawaii. Based on market research conducted in February and March 2022, no other vendor was identified that could provide a privacy-safe environment for at least 8 unique aggregated indices within the vendor’s Mobility Insights suite, and population mobility data through the vendor’s unique WorkBench platform – a proprietary software as a service tool that facilitates privacy-enhancing GPS data aggregation and querying of Cuebiq’s mobility data. Cuebiq is frequently cited in the public health literature and recognized as a best in breed data product by internal and external users of the data. Failure to continue data access would be disruptive to existing studies involving environmental health emergencies, monitoring global migration and potential disease introduction to the US, conducting physical activity surveillance and supporting data modernization initiatives in multiple Centers. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
